Descrizione

"Ni Un Hogar Sin Energía" (Energy acces for all homes) is the ECODES program to improve the energy efficiency of Spanish homes and tackle energy poverty. Energy poverty is the situation suffered by households that are unable to pay for the minimum energy services that satisfy their basic needs or that are forced to allocate an excessive part of their income to pay energy bills, which can be aggravated by having of an energy inefficient home. In 2019, the percentage of households with disproportionate energy costs reached almost 17% and the percentage of Spanish households that declared themselves unable to keep their homes at an adequate temperature in winter was almost 8%. These figures have been aggravated by the situation of the COVID19 pandemic since families have been forced to spend more time at home or have entered an ERTE or unemployment situation. There are several factors that cause energy poverty, such as the increase in the price of energy, the lack of information and knowledge in energy (efficient habits, more adequate rates, discounts such as the social bonus), a residential park that was built without following any type of energy efficiency criterion or the reduction of the economic resources of a large percentage of the population, causing the few they have to be allocated to other priority needs such as housing or food payments, ahead of the heating, hot water or lighting. Living in a home that is poorly acclimatized and cannot maintain an adequate temperature inside can cause serious health problems, both physical (arthritis, pneumonia, asthma ...) and mental (depression), mainly in the most vulnerable population as are the elderly and children. As highlighted in the latest ACA report, 7,100 deaths could be associated with energy poverty during the winter season, with a special incidence among the elderly. To gauge the real impact on mortality related to difficulties in paying for energy expenditure at home, it is enough to remember that in 2015, there were 1,116 victims of traffic accidents. (Data from the General Traffic Organization). It can also generate problems of education in childhood by not having electricity supply for lighting to study or for computer equipment, a fact that has become extremely important in confinement situations.
